Distributions Authority (DAL) — Phase 4–5 Launch Plan & Governance Transition (High-Level)

Document Version: 1.0 Date: August 8, 2025 Author: CrownThrive, LLC — [email protected] Project: CHLOM™ — Compliance Hybrid Licensing & Ownership Model

1. Objective

Define the high-level roadmap for DAL’s final pre-launch activities (Phase 4) and post-launch governance transition (Phase 5) to ensure a secure, transparent, and community-driven operational model under CHLOM’s DAO framework.

2. Phase 4 — Full-Scale Rollout Preparation

  • Final Mainnet Readiness
    • Confirm all modules (payouts, compliance, identity, escrow) are production-hardened.
    • Complete final end-to-end system tests with real transaction simulations.
  • DAO Governance Hook Activation
    • Enable DAO control for dispute resolution, parameter adjustments, and emergency halts.
  • Security Certification & Sign-Off
    • Pass third-party audits for smart contracts, APIs, and infrastructure.
    • Publish security attestations and ZK-proof samples for transparency.
  • Stakeholder Onboarding
    • Conduct issuer and beneficiary training sessions.
    • Provide onboarding guides, API keys, and integration toolkits.
  • Disaster Recovery Drills
    • Simulate failover and rollback scenarios.
    • Validate backup and ledger integrity.

3. Phase 5 — Governance Transition & Scaling

  • DAO-Controlled Operations
    • Transfer operational authority for dispute handling, policy changes, and feature upgrades to the DAO.
  • Community Participation Framework
    • Implement proposal and voting systems for DAL enhancements.
    • Allocate DAO treasury funds for DAL-specific improvements.
  • Operational Transparency
    • Public dashboards for payout metrics, compliance stats, and governance actions.
    • Monthly governance and performance reports.
  • Scalability Enhancements
    • Expand multi-chain payout capabilities.
    • Add cross-industry compliance modules.
  • Long-Term Maintenance
    • Establish rotating governance roles for oversight.
    • Maintain a continuous improvement backlog based on community feedback.

4. Deployment & Governance Handover Flow

Step 1: Final audits & production deployment. Step 2: Activate DAO governance hooks. Step 3: Initiate governance onboarding and role assignments. Step 4: Migrate operational controls to DAO. Step 5: Begin scaling roadmap with governance-approved initiatives.

5. Success Criteria

  • Zero critical vulnerabilities post-launch.
  • DAO executes at least one governance action within the first 30 days.
  • 100% payout accuracy confirmed during the first 90 days.
  • Stakeholder adoption target achieved (licenses, beneficiaries onboarded).

6. Phase Allocation

  • Phase 4 — Execute mainnet deployment, activate governance hooks, complete onboarding, finalize disaster recovery plans.
  • Phase 5 — Full DAO governance control, scaling operations, cross-industry expansion, and continuous improvement.

Next Step: Consolidate DAL documentation into the CHLOM Master Framework, linking all 12 DAL build cycle documents for governance review and archival.
