CHLOM Global DAO — Master Implementation Guide (Phase 4)

Owner: CrownThrive, LLC Date: 2025-08-08 Classification: Internal — DAO Governance Build Plan

1. Purpose & Scope

This master document will guide the design, implementation, and transition of CHLOM into a Global DAO beginning in Phase 4. It defines the governance structure, participation models, technical modules, and security frameworks required to ensure a controlled and secure decentralization process.

The Phase 4 objective is to operationalize partial decentralization while retaining core oversight, enabling the CHLOM community, partners, and stakeholders to actively participate in governance before full decentralization in Phase 5.

2. DAO Governance Architecture — High Level

  • Governance Layers:
    • Licensing DAO: Oversees licensing rules, TLaaS parameters, and jurisdictional compliance.
    • Compliance DAO: Maintains CaaS scoring thresholds, fraud detection policies, and algorithm approval.
    • Standards DAO: Sets and updates technical and procedural standards for all CHLOM modules.
  • Token Structure:
    • CHM Governance Token: DAO voting rights, proposal creation, and policy changes.
    • CHLOM Utility Token: Used for licensing, compliance verification, and operational services.
  • Participation:
    • Stakeholder classes: Regulators, enterprises, DAOs, developers, node operators.
    • Identity verification: ZKP-based KYC for DAO participation.

3. Technical Modules & Integration

  • On-chain Proposal System: Quadratic voting, ranked-choice, and AI-assisted scoring.
  • Treasury Management: Smart contracts for budget allocation, grants, and operational expenses.
  • Compliance Hooks: Integration with CaaS/TLaaS for automatic enforcement of DAO policies.
  • Dispute Resolution: Multi-tier arbitration with on-chain evidence submission.
  • Security Framework: Multisig guardians, DAO-level incident response, DAO-controlled ZK proof verification.

4. Phase 4 Implementation Roadmap

  1. Governance Smart Contracts — Build and audit.
  2. Token Launch — Distribute CHM governance tokens to initial members.
  3. Governance UI/UX — Member portal with proposal, voting, and treasury dashboards.
  4. Module Integration — Connect DAO governance actions to CHLOM’s licensing, compliance, and standards modules.
  5. Partial Decentralization Rollout — Start with Licensing DAO and Compliance DAO.
  6. Governance Simulation — Test proposals, voting, and dispute resolution in a controlled environment.

5. Phase 5 Transition Goals

  • Transfer full treasury control to DAO.
  • Shift upgradeability keys and protocol parameters to DAO governance.
  • Establish autonomous proposal and decision execution without core team intervention.

6. Security & Compliance Considerations

  • All DAO actions logged on-chain for transparency.
  • Continuous security audits of governance contracts.
  • AI-assisted monitoring of proposal impacts and anomaly detection.
  • Jurisdiction-aware licensing compliance baked into governance rules.

Summary: This master guide provides the strategic and technical framework for CHLOM’s Phase 4 DAO rollout, ensuring a safe, effective, and globally scalable governance model that transitions seamlessly into Phase 5 full decentralization.
