This Blackpaper™ declares the sovereign substrate blueprint for CHLOM: the chain-layered infrastructure that enforces override logic, license attribution, and DAO-led protocol sovereignty. This is where policy becomes protocol.

2. Protocol Philosophy

The CHLOM Substrate exists because:

  • Centralized compliance fails to protect innovators, instructors, and independent creators.
  • Licensing is reactive, fragmented, and dominated by outdated registrars.
  • Our community needs programmable enforcement rooted in metadata and override logic, not paper filings and email chains.

CrownThrive created CHLOM to reclaim control from outdated gatekeepers and reassign it to decentralized actors empowered through verified identity, real-time attribution, and layered jurisdiction.

  • Integrates DAO escalation paths if override is challenged

3.3 Fingerprint ID Registry

  • Assigns and stores verified IDs for:

    • Customers (via DID alias layer)
  • Fingerprints are embedded in every ledger entry

3.4 Validator Framework

  • Handles:

  • Nodes are selected by CHM governance staking
