CHLOM™ Integration & Governance Policy

1. Purpose

This policy activates the CHLOM™ (Compliance Hybrid Licensing & Ownership Model) system as the official compliance, licensing, and ledger framework for CrownThrive and ThriveAlumni. It secures role assignments, election history, and governance actions via decentralized blockchain-based records.

2. CHLOM™ System Overview

CHLOM™ includes:

  • A Decentralized Licensing Authority (DLA)
  • Tokenized credentials for verified designations
  • Immutable audit trails of all appointments and votes
  • AI-powered compliance enforcement
  • A public-facing governance explorer portal

It is hosted via chlom.io and governed by CrownThrive’s patent-pending framework.

3. Role Credentialing & Licensing

Every official designation is issued a CHLOM™-verified license that includes:

  • Role type, committee, and term
  • Smart contract–based permissions
  • Compliance status and eligibility tags
  • Revocation and appeal records (if any)

These credentials are required for voting, proposing, and executing any action at the governance level.

4. Governance Ledger Use Cases

All of the following are logged in CHLOM™:

  • Elections and vote counts
  • Nomination approvals or rejections
  • Resignations, removals, or disqualifications
  • Budget approvals and audit outcomes
  • Committee activity history and quorum compliance

This ledger is immutable and queryable by members, regulators, or AI reviewers.

5. Member Verification & Access

Each member with a governance role must:

  • Complete CHLOM™ identity verification
  • Sign the digital licensing agreement
  • Accept governance activity tracking
  • Agree to public ledger disclosure terms

Refusal to comply disqualifies the individual from any formal governance participation.

6. System Access & Moderation

CHLOM™ access is role-based:

  • Members can view committee activity, voting history, and their own license
  • Committee Chairs have edit access to agendas, proposals, and decision logs
  • Moderators have enforcement, audit, and freeze permissions (via AI and manual review)

Founders retain emergency override and expansion powers for the CHLOM™ system.

7. Interoperability & Expansion

The CHLOM™ system is designed to:

  • Integrate with DAO voting protocols
  • Support tokenized share issuance
  • Plug into future CrownThrive IPO, equity or crypto pathways
  • Comply with global governance standards and audits

Every committee, platform, and investment body within CrownThrive will eventually migrate to CHLOM™-based governance by 2030.
