Committee Election Audit, Moderation & Dispute Policy

1. Purpose

To ensure fair, auditable, and trustworthy elections for all Committee-level positions by implementing transparent auditing procedures, standardized moderation, and clear resolution channels for disputes or irregularities.

2. Election Oversight Responsibility

The following bodies oversee election integrity:

  • Election Moderators: Handle real-time monitoring, strike issuance, and technical enforcement
  • Ethics & Compliance Committee: Reviews escalated reports and adjudicates penalty appeals
  • CHLOM™ Audit Tools: Monitor vote integrity, suspicious activity, and digital ballot compliance

Each moderator is assigned a specific committee and must certify results before publication.

3. Audit Protocols

Audits are conducted for every committee election and include:

  • Randomized review of 20% of votes
  • Verification of nominee eligibility and endorsements
  • Detection of AI-assisted or automated ballot submissions
  • Documentation of moderation actions and flagged accounts

All findings are logged on the CHLOM™ chain and archived in the Legal Depot.

4. Moderation Authority

Moderators are empowered to:

  • Issue warnings or penalties for early campaigning, slander, or vote manipulation
  • Remove offensive or policy-violating campaign materials
  • Temporarily suspend candidate profiles pending investigation

All moderation activity must be recorded in the election enforcement report.

5. Dispute Resolution

Any nominee or member may submit a formal dispute regarding:

  • Campaign rule violations
  • Biased moderation
  • Suspected ballot tampering
  • Candidate eligibility questions

Disputes must be submitted within 48 hours of election close. A triage panel from the Ethics Committee will investigate and issue a ruling within 7 business days.

If disputes impact vote outcomes, a runoff or revote may be scheduled with Founder and Board approval.

6. Final Certification

Committee elections are not finalized until:

  • All audits are complete
  • Disputes are resolved
  • Moderation summaries are submitted
  • Results are signed by the Board Liaison and archived via CHLOM™

Final results must be published within 10 business days of the vote close.
