1. Purpose
To ensure that all AI systems and smart contracts governing elections, votes, seat licensing, and tokenized authority are accountable, unbiased, and aligned with CrownThrive’s legal, ethical, and security standards.
This policy ensures a human-in-the-loop (HITL) model remains in place while also expanding governance scalability through smart automation.
2. Authorized Systems
Only AI tools and smart contracts developed or audited by CHLOM™ and approved by the Governance & Ethics Oversight Panel may be used for:
- Token-weighted vote tallies
- Nomination eligibility screening
- Smart license issuance
- Designation seat activation
- Conflict-of-interest flagging
- Governance moderation tasks
Unauthorized systems or scripts are strictly prohibited and subject to legal investigation.
3. AI Moderation Capabilities
CHLOM™-embedded AI moderation systems may:
- Flag coordinated voting anomalies
- Detect manifesto plagiarism
- Audit term compliance and role conflicts
- Auto-suspend inactive or duplicate accounts
- Flag hate speech, vote manipulation, or campaign violations
All actions are timestamped, logged, and reviewable by a human appeals panel.
4. Smart Contract Governance Tasks
The following tasks are automated via secure, immutable smart contracts:
- Token-based voting and quorum thresholds
- Seat assignment triggers upon verification
- Reward and stipend disbursement events
- Escrow and buyback clauses for investor protection
- Emergency proposal initiations upon threshold breach
Each contract is upgradeable only via Founders + Executive Committee multi-sig authority.
5. Oversight Structure
A multi-tier audit chain must review AI and smart contract performance:
- Tier 1: CHLOM Technical Team (monthly diagnostics)
- Tier 2: Governance & Tokenization Committee (quarterly review)
- Tier 3: Ethics Panel (case-based investigations)
- Tier 4: Founders (override and reset authority)
Each level must sign off on compliance and publicly release update logs every quarter.
6. Appeals & Human Review
Members may appeal any AI-based moderation decision or contract-triggered outcome through:
- Filing a Smart Dispute Request
- Review by the AI Moderation Appeals Panel
- Optional escalation to CHLOM Judicial Authority (coming Phase 3)
Decisions must be rendered within 7–14 days, depending on severity.
7. Transparency & Public Reporting
Each quarter, the following reports must be made public:
- Total automated seat activations
- Total AI moderation flags and resolutions
- Smart contract-triggered events and failures
- Updates to AI models or smart contract parameters
All reports are stored via CHLOM’s governance ledger and made accessible via the CrownThrive Legal Depot and Help Center.
