1. Purpose
To protect the credibility of all voting processes by detecting fraudulent behavior, resolving vote discrepancies, and triggering fair emergency runoffs where results are compromised or quorum is violated.
2. Definition of Voter Fraud
Voter fraud includes, but is not limited to:
- Duplicate votes under multiple identities
- Use of bots or proxy tools to cast ballots
- Voting under a suspended or inactive membership
- Coercion or vote buying
- Unauthorized mass nominations or last-minute list stacking
CHLOM™ systems and human moderators flag anomalies in real-time.
3. Detection & Red Flag Indicators
Votes are monitored for:
- Sudden surge in voting within a 5-minute span
- Excessively identical IP addresses or device fingerprints
- Voting from blacklisted geolocations
- Ballot sequences with identical vote patterns
- Unauthorized access to moderator or admin dashboards
Flagged incidents are sent to the Governance Risk Panel within 1 hour.
4. Fraud Response Timeline
Once flagged, the following steps are triggered:
- Immediate quarantine of affected votes
- CHLOM™ timestamp logs locked for dispute
- Notification issued to the Board and Election Moderators
- Temporary suspension of result publishing
- Investigation completed within 72 hours
If 10% or more of total ballots are found to be compromised, the entire committee or board vote is invalidated.
5. Emergency Runoff Enforcement
If the final vote is compromised or results in a tie:
- A Runoff Election is held within 7 days
- Only verified voters from the original cycle may vote
- Candidates must re-affirm participation
- Ballots are monitored through an isolated CHLOM audit channel
- Final decision requires Board validation and Ethics Committee sign-off
6. Penalties for Violators
Any individual or team found responsible for fraud will face:
- Immediate disqualification from current and future elections
- Membership suspension up to 12 months
- Permanent ban (if multiple infractions or malice is proven)
- Referral to the Compliance Risk Committee for legal escalation
A public election infraction log will be maintained in the Legal Depot to ensure transparency.
