CHLOM™ Integration & Governance Ledger Policy

1. Purpose

To establish a formal transition from traditional governance systems to CHLOM™’s smart contract-backed framework, supporting full compliance, audit transparency, and decentralized authority across CrownThrive entities and their stakeholders.

2. Scope of Integration

This policy applies to: ThriveAlumni Committees and Boards CrownThrive, LLC operations All governance-related actions within the CrownThrive Ecosystem Future C-Corp shareholders, token holders, and decentralized licensing agreements

3. CHLOM™ Overview

CHLOM™ (Compliance Hybrid Licensing & Ownership Model) includes: CHLOM Blockchain Ledger: Immutable recordkeeping of votes, appointments, and policy changes Decentralized Licensing Authority (DLA): Smart contracts that issue, verify, and enforce digital licenses Token-Governed Decision Layers: Voting and policy power tied to digital token ownership Zero-Knowledge Proof Compliance: Privacy-preserving audit and verification methods AI Moderation Agents: Algorithmic compliance reviewers that flag violations or manipulations

4. Integration Phases

Phase 1 – Mapping & Policy Alignment All existing designations, elections, and policies are mapped to CHLOM metadata formats CHLOM nodes begin mirroring governance events for log accuracy Phase 2 – Smart Contract Deployment Voting processes, appointments, budget approvals, and resignations are bound to smart contracts All seats assigned a CHLOM UID (Unique Identifier) Phase 3 – Token Activation & Seat Licensing Key roles (Board, Committee Chairs, etc.) must claim a governance token to activate privileges Each role is licensed via CHLOM for legitimacy, expiration, and reissuance tracking Phase 4 – Full Governance Transition Decision-making is fully moved to CHLOM’s blockchain layer Legacy voting and paper-based systems sunset unless required by regulation

5. CHLOM License Requirements

All voting, campaign, or director privileges require a valid DLA-issued license Licenses must be renewed annually via CHLOM interface Lost, compromised, or expired licenses deactivate governance privileges

6. Ledger Recording Obligations

6.1 Required Recorded Events Role appointments and removals Policy votes and approvals Financial audits and stipends Conflict declarations and dispute resolutions 6.2 Immutable Access All ledger data is available for public verification via CHLOM’s web-based portal and ecosystem APIs.

7. AI Moderation & Compliance Review

AI Agents will automatically flag anomalies (e.g., vote stacking, sudden nomination floods) All flagged records are routed to the Governance Risk Committee and Ethics Board A 48-hour review window is enforced on flagged actions before confirmation

8. Violations & Emergency Rollbacks

Fraudulent ledger activity or tampered smart contracts trigger a full governance freeze Emergency review board may enact rollback procedures approved by 2/3 of Founders and verified CHLOM Officers Penalties include role suspension, license revocation, and platform bans

9. Training & Certification
