1. Purpose
This policy enforces the CrownThrive ecosystem’s use of the CHLOM-powered **Decentralized Licensing Authority™ (DLA)** to issue, verify, and manage legally binding credentials for all governance roles, contributor licenses, advisory board access, and smart contract privileges.
It ensures members meet compliance, ethics, and performance standards prior to holding power or participating in decentralized votes.
2. Scope & Coverage
Applies to:
All ThriveAlumni designation holders (elected or appointed)
CHLOM-governed platforms (ThriveSeat, ThriveFund, CrownThriveU, etc.)
CrownThrive advisors, committee appointees, and voting-eligible members
Any user requiring tokenized access or decentralized license validation
3. License Types & Credential Hierarchy

4. License Issuance Protocol
All license candidates must pass KYC verification (or decentralized identity standard)
Credential verification via CHLOM identity registry and zero-knowledge proof models
Candidates must complete compliance training via CHLOM University
Smart contract issuance confirms digital badge, role scope, and expiration
5. Revocation, Suspension & Transfer Rules
Licenses may be revoked for:
Breach of conduct or violation of platform ethics
Fraudulent campaigns or elections
Compromised wallet identity or failed KYC
Inactivity exceeding 120 days (non-DAO seats only)
All revocation events are timestamped and made publicly visible via CHLOM license ledger.
6. Credential Expiry & Revalidation
Most governance licenses expire after 2 years unless revalidated
CHLOM will issue automated prompts for re-certification 60 days prior
Users may be required to submit updated disclosures, ethics tests, or role confirmations
Expired roles may not vote, campaign, or propose legislation on-chain
7. Legal Recognition & Binding Scope
Licenses issued under this policy:
Are enforceable under Virginia LLC governance law and digital credential regulations
Meet global emerging standards for DAO participation, Web3 identity, and AI oversight
May be linked to contributor rewards, equity conversion rights, or CHLOM token staking
8. Dispute Resolution
Disputes regarding credential issuance, suspension, or role validity must be filed:
Through the CHLOM dispute module
Reviewed by a hybrid committee of Compliance Officers and AI validation
Appealable only once, with final ruling held on-chain for audit
